VINELink is not the WVDCR prison search’s projected-date record. For someone committed to state prison, the separate prison OIS may show a Projected Release Date or the current equivalent and continuing supervision status. West Virginia’s Calhoun Notice Layer
Calhoun’s distinctive notification path is statewide rather than county-run. The official statewide expansion announcement confirms regional-jail coverage, while the WVDCR VINE page documents the service and channels. This matters because the custody record originates at CRJCF, not in a Calhoun Sheriff release app or county jail roster. One enrollment can follow the participating WVDCR record, subject to the options shown for that person.
Formal victim notice remains a separate legal route. Under West Virginia Code §62-12-23d, a person seeking statutory notice of release or a parole hearing must make written requests to both WVDCR and the West Virginia Parole Board. They are separate entities. DCR states that its written request automatically enrolls the requester in VINE, but ordinary web enrollment must not be portrayed as replacing both written notices.
This difference protects the meaning of each process. VINELink is a rapid operational alert layer. Statutory notice is the formal written process set by law. A person eligible for that formal route should retain copies of both written requests and keep contact information current with the agencies.

Calhoun Transfer Alerts Need Context
WVDCR says VINE does not call while a transfer is underway. The notification occurs after the person reaches the receiving facility. That delay is deliberate and makes arrival, rather than departure, the key notification point. It also means a brief gap or location change should not be described as release to the community.
A CRJCF custody episode can end in several ways. Bond, dismissal, time served, sentence expiration, or another court authorization may lead to the community. A felony commitment may move the person to a WVDCR prison. A detainer can produce a handoff to another county, state, federal, or immigration authority. Parole may lead to supervision outside a facility, but parole is not final discharge. Read the alert beside the new location or receiving agency.
Confirm Calhoun VINELink Releases
A released or out-of-custody label is useful corroboration, not a certified release instrument. Check the WVDCR regional-jail search for current CRJCF custody and the Calhoun court docket for the legal basis. A signed bond, dismissal, sentencing, or release order proves authority, but it can precede jail processing. WVDCR’s release transaction supplies the actual date and time CRJCF ended its control.

Calhoun VINELink Search Limits
VINELink can lag, names can collide, interface labels can change, and one custodian’s release may be another custodian’s intake. It is supplemental and is not an emergency service. Federal systems remain outside VINE. A sentenced federal person is searched through the BOP Inmate Locator. A federal pretrial detainee may stay under U.S. Marshals Service authority and never receive a sentenced BOP record. ICE uses its own detainee locator with a limited recent-release scope. The West Virginia State Police Sex Offender Registry is also narrow: it covers only people legally required to register and is not a general release archive.
A no-result therefore has limited meaning. It can stem from spelling, identity, feed timing, temporary local custody before DCR intake, a system outside VINE, or an older record beyond the live service’s scope. Match the system to the custodian, document the search time, and use the originating record to settle the event.
