CRJCF Release Destinations

Central Regional Jail and Correctional Facility, known as CRJCF, holds both pretrial and sentenced felony and misdemeanor populations. Presence there does not prove conviction. It also does not predict how custody will end. A Calhoun defendant may leave for the community after bond, dismissal, sentence expiration, time served, or another court-authorized event. Probation or home confinement may replace more jail time when ordered by the court.

Other exits are transfers. A felony commitment may move the person into a WVDCR prison. A parole grant from a regional jail requires transfer to a DCR facility for intake and fingerprinting before community release, and the Parole Board tells readers to anticipate about seven to ten days. A detainer may pass custody to another state, USMS, or ICE. Escape and death can also remove an entry, but neither is an ordinary release. The destination field and receiving custodian are therefore as important as the date.

Confirm a CRJCF Release

The WVDCR Offender Search hub separates regional-jail and prison searches. Choose the jail route for a person believed to be at CRJCF. Search the exact name and compare all available identity and institution details. A matching current result means the person is still reported in that custodian's control. A missing result does not supply a date, release type, or destination.

1. Search the WVDCR regional-jail interface and record the time, spelling, identifier, facility, and shown status.
2. Check West Virginia VINELink for the same person, using an identifier when available.
3. Search both Calhoun Magistrate and Circuit Court records for bond, dismissal, sentence, commitment, or release authority.
4. If the record shows a state-prison transfer, switch to the WVDCR prison search. Do not keep treating the jail episode as active.
5. Follow any detainer or transfer to the receiving custodian, then request the actual CRJCF release or transfer transaction.

VINE is a notice and corroboration source, not a certified discharge instrument. Its data may lag. WVDCR also says transfer notice is sent after arrival at the new facility rather than during movement. CRJCF Release Record Fields

The strongest CRJCF proof ties an identified person to one custody episode. WVDCR Policy Directive 151.00 describes a retained offender file that may include court-ordered release material, an Order of Release, a discharge certificate or Final Disposition Report, a release checklist, current-booking court papers, detainers and notices, and an Offender Information Report. Access remains record-specific. Medical, security, investigation, victim, and other protected material may be withheld or redacted.

A signed court order and physical release are not the same timestamp. CRJCF may still need to authenticate the order, calculate jail credit, check holds, finish paperwork, and return property. Keep both dates when they differ. No authoritative public retention term was found for an adult CRJCF release file, so ask WVDCR which schedule applies rather than assuming that the live interface or internal file lasts for a fixed period.

Request CRJCF Release Records

A narrow West Virginia FOIA request should go to the WVDCR custodian, not to every office in the custody chain. Under West Virginia Code §29B-1-3, the agency must act as soon as practicable and within five days excluding weekends and legal holidays. It may produce the record, set an inspection time, or deny the request with written reasons. That deadline governs agency action, not necessarily final production. Fees may cover actual reproduction cost but not search, retrieval, or staff time.

Identify the person by full name and provide the OID or booking number and birth date if known. State Central Regional Jail and Correctional Facility, Calhoun County, and a narrow date range. Ask for admission time, actual release time, disposition, releasing authority, receiving-custodian category without a private address, and the Order of Release or discharge document. Request native electronic form, segregable nonexempt portions, a cost estimate, and the retention schedule for the named records.

The court clerk holds a different record. For legal authority, request the signed bond, dismissal, sentencing, commitment, modification, or release order under the Calhoun case number. The Sheriff should receive only a request for arrest or transport material that office created. Broad duplicate requests can obscure which custodian is responsible.

The facility page publishes visitation information but not a release-record counter schedule. It also does not publish a fixed release time, public exit, family waiting location, weekend rule, or holiday rule. Call before driving to Sutton. Ask which office handles a specific record and whether expected release processing has reached a point when pickup planning is appropriate.

CRJCF Property After Release

WVDCR's Inmate Property policy places driver's licenses, Social Security cards, and similar identification or licenses in the legal file pending release. Those items should be reconciled through the CRJCF release process. Do not assume the Calhoun courthouse or Sheriff's Office holds property kept by DCR.

Transfer property follows another path. When property cannot go with the person, the inmate may authorize community pickup. The recipient must show identification and sign a receipt. Other listed routes include mailing at the inmate's expense, approved charitable donation, or authorized destruction. Property moving under transfer rules points away from a simple community release. No public CRJCF pickup window was found, so the authorized person should call first and ask what proof and timing apply.

ICE Holds After CRJCF Release

An ICE detainer changes the meaning of a CRJCF “release.” ICE can ask for notice before ordinary release and request that custody continue for up to 48 hours beyond the time the person otherwise would leave, allowing DHS to assume control. The regional-jail episode may then end as an ICE transfer, not as a return to the community. The receiving-custodian field is vital in that situation.

Check the ICE Online Detainee Locator System only after the CRJCF record indicates an immigration handoff. ODLS covers adults currently detained and adults released from ICE custody within the prior 60 days. It is not a durable archive. An ICE “released” result describes release from ICE and may reflect removal or another outcome. Verify both WVDCR and ICE before stating where the person went.

Note: Name the custodian whose control ended, since a CRJCF release and an ICE release can be separate events.

Why CRJCF Release Records Are Regional

CRJCF opened on February 22, 1993 as the prototype for West Virginia's podular regional-jail design. It serves Braxton, Calhoun, Clay, Gilmer, Lewis, Nicholas, Roane, and Webster counties. This history explains why Calhoun's official pages contain no county jail roster and why WVDCR, a state agency in Braxton County, controls the custody and release transaction.

The FY2025 rated population is capacity context for the whole facility. It is not a count of Calhoun detainees and not a release total. Because eight counties use CRJCF, a name-only match can point to the wrong case county. Compare an OID, booking number, birth date, and court case before treating a result as the Calhoun person sought.

Note: Facility capacity and the number of counties served cannot be used as a Calhoun release count.

CRJCF Release Travel Planning

CRJCF is in Sutton, while the Calhoun courthouse and Sheriff's Office are in Grantsville. Direct physical release from CRJCF therefore occurs in Braxton County unless another custodian takes control. WVDCR maintains a Release Transportation for Inmates policy, but the reviewed sources do not establish a bus stop, rideshare arrangement, ticket amount, mileage radius, family waiting area, or standard drop-off for CRJCF.

Confirm the facility, expected processing, property needs, and approved pickup or transport plan before travel. A court order may be signed while jail staff are still checking identity, sentence credit, holds, and property. If the record shows transfer to a prison, USMS, or ICE, family pickup is not the next step. First identify and verify the receiving custodian.
